Most Frequently Employed Methods
BUILDINGS RECYCLED -- Continent-wide, nearly all districts adopted a definable corridor wherein the following occurred: the adaptive use of old buildings for new purposes; the continued use of significant buildings for an extended, useful life; and, the combination of new and old buildings clustered together, including those receiving additions, for image enhancement, identity re-inforcement and overall efficiency.
COMMUNITIES REVITALIZED -- Developers generally breathed new life into residential tracts showing a moderate to high density, recycling both commercial and mixed-use clusters of buildings; and, both development and community revitalization support efforts were undertaken to invent new economic and community utility in older tracts where linkages, gateways and other elements could be successfully combined.
PRESERVATION ADDED -- Where appropriate, general preservation efforts contributed to the corridors, adding to the symbolic economy of communities.

A local arts, design or culture-based destination district is, by consensus definition of the membership in the 7 Arts Foundation, a nonprofit or private regional organization, or an agency of city or county government agency, which provides planning and developing, managing and programming services, assessing and financing support, all designed to attract, maintain and grow individual and collaborative arts, design and/or cultural pursuits that work to reflect the values, beliefs and ideals in a particular community or region in ways that foster the establishment of expressive elements--all made to be experienced--that define the district‘s boundaries, exhibit the district‘s commitment to its individual and institutional members, guests and participants.

Why People Respond To Arts & Cultural Corridors
The following were cited as the top seven reasons corridor participants developed or supported their districts: 1. They needed destination space; 2. They wanted to improve the value and quality of their neighborhood, work site or company headquarters area; 3. They recognized an intrinsic value in fulfilling a special cultural or arts interest expressed amidst saved, valued structures and spaces; 4. They responded to a request from neighbors or a community advocacy organization; 5. They sought to engender improved employee relations and to retain trained workers; 6. WHY COMMUNITIES RESPOND TO ARTS-DESIGN-CULTURE-BASED DISTRICT DEVELOPMENTS
Community leaders have long told us they want effective, cost-efficient change to occur in neighborhoods that can be transformed into a district, provided they can generally sell the following to their constituents within the proposed zone and to their constituents working, living in tangent zones:
- That re-used homes and business facilities can be occupied quickly by comparison with razing properties and then building anew;
- That recycled spaces eliminate most dislocation problems when compared with razing structures and then building over old sites;
- That underutilized or abandoned buildings, often with their owners and occupants defaulting on tax obligations, can be returned to tax-paying status or meaningful contribution status (if used by nonprofits) without an appreciable increase in the out-of-pocket cost for community services and infrastructre improvements; and that the community gains a destination site without incurring costly financial risks spread over many years with little or no recourse against defaulting parties and rarely a first or second debt position.
